This mountain range isn't controlled by the sultans thanks to the power and influence of Ignatius, a red dragon which was said by some to have been an ally of Dajjal during the Heroic Cycle. He lives in the golden city called Hiranyapura, guarded by the Kalakeya ogres. There are some people which benefit from the fact that Ignatius keeps the sultans away:

The valleys among the mountains are home to the Kinnara tribes, pastoral nomads which keep camel herds. Although some tribes practice banditry, most prospers selling their camels, much appreciated by those which travel along the Ivory Route. Kinnara camels endure the desert's heat and the mountain's cold equally well, can live months without water and acquire it from consuming snow. They also eat almost anything: roots, cactuses, bones and even ropes.
The great Khandava forest is the domain of the nagas, a race of big intelligent snakes, some of which are capable of turning into men and women with snake-like traits, a powerful venom and great beauty. They also gain new heads as they age. The current naga queen, Nayaka Ulupi, is a huge seven-headed serpent which can turn into seven separate women, distinguishable by the colors of the rainbow, each governing one region of the forest. Because of this and other magical feats (such as flight), she is worshipped as a goddess by many khejali.
